The core books had no racial prerequisites, and very few prerequisites even for feats. It feels very arbitrary to me to decide that no other races can carry a given mark, when you consider how unpredictable these things are supposed to be and how half-races are a thing that exist. I don't like locking character builds behind race, alignment, or class. They also made dragonmarked houses a subrace instead of a feat. There were some verbiage and phrasings that really suggested it was a hasty conversion from older work - I think he mentioned Action Points at some point. AC specifically was bizarre and broke from the 13+Dex Natural AC standard set by Draconic Sorcerers, Lizardfolk, and the like. Specifically the integrated tool and armor class areas. There were a lot of finicky, niggly bits that felt weird with 5e. The first version of WGtE was a little rough around the edges.
